Well, here's how the system works:

If you are fully unscoped, there is no message
If you are partially scoped, you are "quickly" scoping
If you have been fully scoped for less than 1 second, you are "recently" scoping
If you have been fully scoped for at least 1 second, you are "hard" scoping

So, if you release and reapply the scope, you can change "hard" into "recently"

I can't think of a good way to fix this (unless it stays at "hard" until you fully unscope), but it's just a message, which isn't a big concern. If you get points for quickscoping, this would be an issue to fix.
